Abstract

This paper explores how street-level visual identity design can transcend its traditional aesthetic function to become an effective tool for cultural governance. Taking the case of the "Corner Culture" brand reconstruction design practice in Beijing's Bajiao Sub-district, the study demonstrates that systemic brand design can, through the construction of a unique visual system, space activation, and service behavior guidance, reshape regional characteristics, strengthen cultural identity, and ultimately drive the transformation of government services from basic functional assurance to an upgrade in the quality of life and governance efficacy. The paper further proposes the "Corner Space Governance Value" Model, which establishes a quantified metric system across three dimensions: Spatial Efficiency, Social Engagement, and Regional Activation, translating the "soft power" of brand construction into measurable and auditable governance "hard indicators." This research provides a replicable and assessable action framework and theoretical path for grassroots governance modernization within the context of existing urban stock renewal.
